I can only speak for AMD but I'm sure it works the same way for nvidia users: OBS must copy every frame, uncompressed, back from your GPU over PCI-E to your RAM to do its processing / compositing etc, then send that still uncompressed frame back over PCI-E to your GPU for it to encode it, then copy back the compressed frames to buffer or upload to twitch or whatever.
